Nearby: Plans Revealed for Former Consol Headquarters Site

Whole Foods, townhomes and more are part of a master plan for the corner of Route 19 and Fort Couch Road.

A master plan for 1800 Washington Rd., the former Consol Energy headquarters site on the corner of Route 19 and Fort Couch Road, has been submitted to Upper St. Clair Township officials for final approval.

A Whole Foods Market is planned along Route 19. More than half of the parking would be underground along with all the deliveries and trash processing to minimize noise, according to developer Gerard Cipriani.

Townhomes are tucked in the back of the development, closest to Fort Couch Road, according to the submitted drawings. The townhomes would target empty nesters.

The third planned structure is a shopping center that would have three types of tenants—retail, restaurant and office—in a two-level structure, which is about the same height as the old office building, according to Cipriani.

"We are utilizing the same two-level parking configuration as Consol did, which minimizes excavation noise and dirt and hides activity when built from neighbors," Cipriani said. 

The planned name for the complex is Siena.

"We believe we have created a plan our township will embrace. When complete, Siena will be the jewel in the crown that is Upper St. Clair," Cipriani, an Upper St. Clair resident, said.

Cipriani's team will present the details to the planning commission on Feb. 21.

Demolition of the former office building began in October 2012. Upper St. Clair commissioners approved an amendment to allow mixed-use development on the site in October 2011.
