Upper St. Clair commissioners deadlocked Monday on approving a revised preliminary subdivision for Deerfield Manor Plan No. 9. The board’s 3-3-1 vote, with one abstention, effectively defeated the measure.

That time, plans submitted by developer Williamson & Jefferson Inc. called for maintaining cul-de-sacs on Turnberry and Circle drives in Upper St. Clair, and Circle Drive in .

The revised subdivision called for joining the streets, in accordance with USC’s public improvement code, which calls for enhanced connectivity among township thoroughfares.

Deerfield Manor residents, though, have continuously objected to such intentions, citing safety concerns with the possibility of increased traffic. Several residents attended Monday’s four-hour meeting to voice their opinions.

In the mid-1980s, township commissioners approved plans for Deerfield Manor that call for connected streets.

Monday’s action followed recommendation of the latest preliminary subdivision by the township planning commission.

Voting to approve the measure were commissioners Robert Orchowski, Russell Del Re and Nicholas Seitanakis. Against were Mark Christie, Glenn Dandoy and Daniel Paoly.

Commissioner Donald Rectenwald Jr. abstained, as he had done previously, citing a business conflict.
